Senocular
This site provides a really nice and easy to follow tutorial on how to create various types of Flash preloaders. The examples provided are AS2, but many people are still coding for Flash 8 these days.

Smashing Magazine’s Preloader Showcase
A very nice collection of creative examples, no code examples but a great place to go for creative inspiration.

Progression Animation Sample
Flashfridge has another nice AS2 example on how to build a preloader that uses an animation. For instance you could have a bucket filling with water for a preloader.

AS3 Apple Style Loader
If you dig the Apple loader, this is a hand bit of AS3 loader code:
